The problem is a bit intermittent - sometimes the fan is so quiet that it can hardly be heard (even on hot days) whilst most of the time (even on cool/cold days) the fan sounds like jet engine and when it is like that then it is constant - i.e never slows or speeds - just flat out all of the time. I will have a look and check but as I replaced the thermal paste last week I would hope that has not yet dried out. I don't mind replacing the fan but if the sensor is elsewhere and there is nothing wrong with the fan then I will be a bit disappointed. I will, as I say, follow though your suggestion to see what it comes up with and hopefully it will one way or the other confirm or deny some of the possibiliites. This seems like it should be easy to track down but getting a definitive answer form the specs is proving hard. I did see some unclear reference to a sensor on the fan on an aftermarket site for the same model but it looked to me as if the sensor may be piggy backing on an air sensor on the motherboard. I got a reply from someone at a Dell Q&A board who said after checking the specs she thought the sensor was on the fan itself. So get as much exact information as possible, before contacting them. There are so many different permutations on Intel CPU chips, they cannot take the chance of being wrong in their response.

I suspect they are going to want to now the exact part number or type of the CPU in your machine, before they even think of giving you an answer, which makes sense. Regarding the CPU air temp sensor - it is possible that if you go to the Intel web site, and look for their support link, they may give you the answer you need, regarding part numbers for the fan and sensor. Part number of the fan would be useful if anyone knows it1 The machine is performing well other than the jet engine roar from the fan and so I would like to avoiding replacing the whole machine if there is a simple fix. If it is on the fan then replacement of the cpu fan should fix the problem while obviously if the sensor id elsewhere then replacing the fan will probably achieve nothing. Does anyone know where the air temperature sensor is located on a dell XPS 420, part number and where to get a replacement.

I have checked the CPU temps with Speedfan and PC Wizard and both seem to suggest no overheating in the CPU (and I have replaced the thermal paste etc ) which brings me back to the air temperature sensor. Having run dell diagnostics the fan seems capable of powering down and up as expected in the diagnostics program and so I am left believing that the issue is with the air temperature sensor that I understand, at least in part, controls the fan speed.
